Parcel responses come from promoted serving snapshots. A downloaded or staged record is never represented as serving. Coverage endpoints expose state and county denominators, field completeness, manifests, and source gaps separately. Use parcel search for bounded discovery, exact parcel lookup for diligence, and the combined site screen when parcel evidence needs to be joined with zoning, infrastructure, environment, records, or costs. Owner fields require a separately approved scope and are not part of anonymous or default free-tier responses.
